A 53-year-old Collins man has been arrested after allegedly committing a sex act with a four-year-old girl. Erie County Sheriff's detectives received a tip from the New York State Child Abuse Hotline, then worked with Child Protective Services in interviewing the girl and one of her parents. The investigation determined that Richard Smith inappropriately touched the girl in her pelvic area. Smith was arrested last Thursday on one felony count of criminal sexual act with a victim less than 11 years old and one misdemeanor count of endangering the welfare of a child. He is being held in the Erie County Holding Center on $50,000 cash bail.
