Most of Western New York escaped the heavy rainfall associated with the remnants of Tropical Storm Fred, but Central New York was not so fortunate. Widespread flash flooding was reported in Steuben County where Governor Andrew Cuomo today declared a State of Emergency. Several water rescues and evacuations were also reported. Meanwhile, a Flood Warning is scheduled to expire this afternoon in southeastern Allegany County, where 3 to 5 inches of rainfall was reported.
