Jamestown Police say a city man faces a number of charges after they saw him operating a gas-powered golf cart with three wheels in a roadway Tuesday afternoon. Officers observed the vehicle traveling on Winsor Street near East 6th Street at about 4:30 PM. After stopping the cart, they determined that 55-year-old Kevin Newby was allegedly impaired by drugs while riding it. Newby has been charged with DWAI-drugs, 2nd-degree aggravated unlicensed operation, unregistered motor vehicle, uninspected motor vehicle, and operating without insurance. He was later released with an appearance ticket for Jamestown City Court.
