An investigation into an incident of harassment in the Village of Westfield has led to an arrest. Westfield Police were called to a residence at 13 Chestnut Street to investigate the incident that occurred on May 2nd, 3rd and 7th. Officers say the probe found that Phillip Cowan violated a court-ordered order of protection. After further investigation, Cowan was charged with 2nd-degree harassment, 2nd-degree criminal contempt and 4th-degree stalking. He was issued appearance tickets for Westfield Village Court.
