Two north county residents have been charged with 2nd-degree harassment after an investigation into an incident in the Town of Portland last Thursday. Chautauqua County Sheriff's deputies were called to the scene and determined that 28-year-olds Jeffrey Kozlowski of Arkwright and Ashley Wakeley of Portland allegedly initiated unwanted physical contact with another person. Kozlowski and Wakeley were later located and issued appearance tickets for Portland Town Court.
