A Dunkirk man who is being held on four counts of 2nd-degree rape from the Chautauqua County Sheriff's Office is now facing similar charges from the Dunkirk Police Department. City police say it received a report regarding an alleged inappropriate sexual relationship between a juvenile subject and an adult male. The department's investigation, along with a forensic interview through the Child Advocacy Program, determined that 44-year-old Vernal Carpenter and the juvenile allegedly engaged in sexual contact on several occasions. Carpenter was arraigned Monday afternoon in Dunkirk City Court on three new counts of 2nd-degree rape and was transported back to the Chautauqua County Jail. Carpenter's initial arrest occurred last Thursday after he and a juvenile were located in a vehicle in Forestville.
