A rollover crash involving an Amish buggy on Rock Hill Road in the town of Harmony around 1 am Sunday led to charges against an 18-year-old Panama man. Chautauqua County Sheriff's deputies say they observed Adam Byler, the operator of the buggy, go through a stop sign at the corner of Goshen and Rock Hill Roads. He then attempted to turn onto Rock Hill Road at an excessive speed when he rolled the buggy onto its side. Deputies say passengers in the buggy were ejected into the roadway and the horse suffered injuries. Byler was found to be intoxicated and one of the occupants of the buggy was under the age of 17. Deputies charged Byler with over driving/torturing an animal, reckless endangerment 2nd degree (4 counts) and endangering the welfare of a child. None of the passengers were seriously injured in the incident.
