Governor Andrew Cuomo declared a state of emergency for downstate New York as the fourth nor'easter in less than three weeks hits the Northeast. A travel ban on tractor trailers on certain roads including the Thruway from I-84 to New York City line. The state of emergency includes Putnam, Rockland, Westchester, Nassau and Suffolk counties and all of New York City. 300 New York National Guard service members have been activated and will be deployed to areas impacted by the storm. Meanwhile, the snow from storm has missed Chautauqua County and the rest of Western New York.
