Borrello-Project going out to bid

Borrello says activity will be picking up on the site starting this spring with expectations that the plant will be ready for production by mid-2020. The Observer is reporting that a pre-bid meeting was held last week at JCC's North County Center Training Facility and that bids will be received now through February 20.
